An Authentication certificate is similar to an Apostille but it is used in countries that are not members of the Hague Convention.

You can get an apostille from the designated competent authority in the state where the document was originally issued. This is typically the Secretary of State's office, the Lieutenant Governor's office, the County Clerk's office, the County Recorder, the Clerk of the Court, etc.
Each state has its own office that handles the apostille process. For federal documents, the U.S. Department of State in Washington, D.C., is the issuing authority.
